ANSWER: -It's clear you don't know and haven't read the regulations. Type 4 is for
low explosives. A 'portable magazine' is type 3 and only for temporary use
"while attended". The regulations also happen to specify minimum distances.
Not that any of that matters, because when you ask the storage manager for
permission (it's his land) to store explosives, he'll say NO. When the fire
marshal sees where you want to put the magazine and asks the owner, He'll
say no. When the ATF agent sees no approval by the fire marshal, He'll say no. -Type 4 magazines may be either portable or fixed. They are distinct from
dayboxes.
Suitable Type 4 portable magazines are Dixie Gun Works part nos. MA3023 (without
wheels) and MA3024 (with wheels). These are commonly used in gun shops for
storage of less than 50 lb. of black powder, and may be left unattended in an
appropriately secured non-residential building. I once had a Type 4 portable
magazine (homemade, not one of the DGW products) and speak from experience.
Of course, what you say about difficulties with local authorities is all quite
true. That something is possible doesn't mean it will be easy.
