What are the consequence about the limited 16 GB, will it server 125 users ?
with an average of 250 MB per mailbox?

ANSWER: This all depends on you as an Admin limiting users mailbox size.
Total you describe is approximately 2gb, which would meet your requirments.
You can do this individually through a users properties or bulk through the
E2K ESM.
The help which accompanies E2K will explain how to do this in detail.
